Verifies the old password then updates to the new one. New password: 8-15 chars, must contain uppercase, lowercase, digit, and special character.

Body: old_password, new_password

Success: 200 - password updated successfully

Errors: 403 - not an admin | 422 - old password incorrect or new password format invalid
